Domenico Cozzolino, 21, was photographed kissing and cuddling Noemi Letizia, 18, in a feature which ran in a gossip magazine, Chi, which is owned by the Italian prime minister's publishing empire.
The apparent aim of the story was to detract attention from questions over the nature of Mr Berlusconi's relationship with Miss Letizia, who said she calls him 'Papi' or Daddy.
Mr Berlusconi's decision to attend the aspiring showgirl's 18th birthday party at a disco outside Naples was cited by his wife of 20 years, Veronica Lario, as one of the reasons she wanted a divorce.
She accused him of "consorting with minors" and said he put starlets and actresses ahead of his own family.
The scandal has become increasingly muddied by claim and counter-claim, with glossy weekly magazines publishing a string of stories apparently planted by opposing camps.
In the latest twist, Mr Cozzolino told Diva e Donna magazine that he had been recruited to pose as Miss Letizia's boyfriend in the days after the scandal broke.
